Estonia the New Finland?

Educators have touted for several years about the Finland's education system. It's top scores on the Program for International Student Assessment (PISA) have caused educators to travel to Finland to find out what they're doing. Now, take a look at Estonia. Estonia has not only succeeded on test scores but more importantly, it is an educational system built on equity.
